Ukrainian President Volodymyr Zelensky Asserts He Lacks Definitive Security Pledge from Partner Nations
Ukrainian President Volodymyr Zelensky says European allies have failed to provide concrete pledges that they will defend Ukraine in the case of a future Russian attack.
"I am asking this very question to every one of our allies and I have not received a clear, unambiguous answer yet," he told reporters on midweek.
His comments come a day after Britain and France signed a declaration of intent on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is finalized.
However, full security guarantees have yet to be solidified. The United States, which has been leading efforts to end the invasion, reportedly did not sign such a commitment at discussions held in the French capital on Tuesday.
Details of the Paris Talks
After the Paris talks, which included some three dozen nations that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron later said a significant number of soldiers may be sent.
Partner nations suggested that the United States would assume a leading role in overseeing any ceasefire. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.
Moscow has thus far remained silent on the declaration made in the city of Paris.
President Putin launched a full-scale invasion of Ukraine in February 2022, and Russian forces now occupies about one-fifth of Ukraine's land.
Zelensky's Shifting Tone
The UK Prime Minister characterized the bilateral declaration as "an essential component of our commitment to support Ukraine for the foreseeable future".
He added: "It paves the way for the legal framework under which allied military personnel could function on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the years to come."
The Ukrainian leader praised that agreement as a "significant leap of progress".
Twenty-four hours afterward, however, he seemed more cautious.
"I see the will, the political resolve, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.
"But as long as we lack such security guarantees - legally binding, supported by parliaments, supported by the United States Congress - this crucial issue cannot be answered. And even if they do, you still have to rely primarily on your own strength."
Unresolved Issues and Ongoing Conflict
The Paris talks were also significant owing to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.
One envoy stated the allies "largely finished" their work on agreeing security protocols.
Recently, the President indicated a settlement was "ninety percent complete".
Questions of land and security guarantees have been at the center of outstanding matters for negotiators.
The Russian leader has consistently stated that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to end the war.
The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could withdraw its troops to an agreed point - but provided that Russia did the same.
Moscow now holds about three-quarters of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The pair of oblasts constitute the industrial Donbas region.
It has been intensifying attacks against Ukrainian cities - with a focus on energy infrastructure. Russia has also made incremental advances in capturing more Ukrainian territory.
Ukraine has hit back at objectives inside Russia with drones, albeit with more limited success.
