The United Kingdom and France Will Dispatch Troops to Ukraine if a Peace Deal is Finalized

The London and Paris have signed a statement of purpose concerning the positioning of armed personnel in Ukraine if a peace deal be made with Russia, the UK Prime Minister, Keir Starmer, has announced.

Subsequent to talks with Kyiv's partners in Paris, he noted that the two nations would "set up operational bases in various parts of Ukraine and build fortified facilities for military hardware and defense matériel" to prevent any future attack.

The partner countries also proposed that the US would take the lead in verifying a halt in hostilities.

Russia has repeatedly warned that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has not yet commented on this new development.

Context and Ongoing War

The Kremlin's head Vladimir Putin began a major offensive of Ukraine in early 2022, and Russia presently holds roughly 20% of Ukrainian territory.

"This represents an essential component of our commitment to support Ukraine for the foreseeable future," stated the British leader.

Heads of state and top officials from the "Allied Coalition" participated in Tuesday's talks.

He stated at a joint press conference, he further said: "It paves the way for the legal framework under which allied and coalition forces could function on the ground in Ukraine, protecting Ukraine's air and maritime domains, and restoring Ukraine's defense capabilities for the time to come."

The PM also stated that the UK would be involved in any American-headed confirmation of a potential ceasefire.

Security Guarantees and Diplomatic Positions

Senior US negotiator Steve Witkoff stated that "lasting safety pledges and strong economic promises are essential to a lasting peace" in Ukraine – referring to a central condition made by the Ukrainian government.

The negotiator said the partner nations had "largely finished" their work on agreeing such assurances "so that the people of Ukraine know that when this hostilities ends, it ends forever."

Donald Trump's son-in-law, former American President Donald Trump's representative, also took part in the talks.

At the same time, France's leader Emmanuel Macron declared that Ukraine's allies had made "considerable progress" at the meeting.

He said that "strong" safety pledges for the Ukrainian government had been settled upon in the case of a possible ceasefire.

President Volodymyr Zelensky commented that a "huge advance" had been made in Paris, but cautioned that he would only deem efforts to be "adequate" if they culminated in the conclusion of the fighting.

Earlier, the Ukrainian leader suggested a settlement was "90% ready". Finalizing the last 10% would "determine the future of the agreement, the future of Ukraine and Europe".

Unresolved Issues

  • Territory and security guarantees have been at the center of key disagreements for diplomats.
  • The Russian President has repeatedly warned that Ukraine's forces must withdraw from the entirety of Ukraine's eastern Donbas or Russia will occupy it, rejecting any concession over how to conclude the war.
  • Kyiv has to date ruled out ceding any land, but has proposed that Ukraine could withdraw its forces to an agreed point – but only if Russia reciprocates.

Moscow currently occupies about 75% of the Donetsk region and some 99% of the bordering Luhansk. The pair of oblasts form the heartland of Donbas.

The earlier US-led 28-point proposal that was widely leaked to the media last year was perceived by Ukraine and its EU supporters as being heavily skewed in Russia's direction.

This sparked a period of high-level negotiations – with the involved parties trying to amend the draft.

The previous month, Kyiv submitted the US an updated proposal – as well as distinct documents describing possible defense assurances and plans for Ukraine's reconstruction, he stated.
