The Initial Instinct Was to Loot’: The Way Trump’s Acolytes Have Been Plundering the Kennedy Center

The Seizure Followed by a Formal Investigation

This assumption of control of the national cultural centre began in February when Donald Trump, in an action critics describe as a textbook example in institutional capture, removed sitting board members appointed by former president Joe Biden, assumed the chairmanship and appointed a longtime ally, a former ambassador to Berlin, as the center’s new president.

Later in the year, Senator Whitehouse, the top Democrat on the Senate environment and public works committee, launched a formal investigation into claims of rampant favoritism, financial mismanagement and corruption at what he describes as a “secular temple to the arts”.

Committee Democrats said they obtained documents that suggest the national cultural centre is being operated as a “slush fund and an exclusive club for Trump’s friends and supporters,” resulting in millions of dollars in losses and a significant deviation from its statutory mission.

Allegations of Preferential Treatment and Financial Mismanagement

A primary allegation in the probe states that the Kennedy Center is providing special access and financial benefits to groups connected to the administration and its allies. According to a contract, the president granted the international soccer federation, Fifa, free and sole access to the whole facility for several weeks to host a World Cup event.

Projections provided by Whitehouse indicated this arrangement would cost the Center millions in foregone revenue from direct rental fees, event cancellations, staff costs, food and beverage and additional expenses. Several performances were called off or rescheduled to accommodate Fifa.

Whitehouse added: “If they weren’t paying the proper ordinary rates, they’re being given a benefit and such perks appear exclusively directed to organizations connected to Trump and Maga. It’s basically a direct way to utilize a taxpayer-supported asset to funnel resources into the pockets of political allies.”

Lucrative Contracts and Luxury Spending

The investigation also uncovered lucrative contracts given to individuals who had personal or political connections to Grenell and his allies. A monthly agreement worth thousands per month went to an ex-associate from his diplomatic tenure. The investigative letter states this arrangement was “devoid of any detail”, with no proof of substantive work to justify the payments.

In May, the centre awarded a separate retainer to the spouse of a staunch Trump ally for digital content creation. In response, the president defended the hiring, highlighting the individual’s “exceptional skills.”

Documents detail considerable spending on luxury hospitality and entertainment for staff and associates. Over a three-month period, Grenell’s team billed the institution over twenty-seven thousand dollars for rooms at a famous luxury hotel. These charges, covering multi-night stays and premium services, were labeled “without precedent” in the center’s history.

Furthermore, thousands more was charged on private meals, dinners and alcohol. Invoices listed items for premium champagne, expensive wines and gourmet platters. Senior staff members who also hold political organisations founded or led by Grenell appeared on several invoices.

Mounting Deficits and a Broader Cultural Campaign

The investigation observes reports that the Kennedy Center is operating at a deficit as attendance declines. Whitehouse proposed the decline is due to a “bad signal in the capital” under the new management, a change in programming that caters to a much narrower market of political supporters” with top performers withdrawing from schedules. He compared this transition to a historical sacking.

The center’s president insisted that prior management were responsible for the fiscal crisis and that his team is fixing them. Senator Whitehouse responded by saying there was “very little reason to believe that explanation was factual” noting the new team had failed to provide documentary support for their claims.”
